Joe Tofalo is President of Stonecreek Consulting, providing strategic advice primarily in the areas of defense, energy, and the undersea. His counsel leverages over 25 years of senior executive and management experience, and a proven record of visionary leadership and superior results. Tofalo graduated from the U.S. Naval Academy in 1983 and served 35 years in the Navy, retiring as a Vice Admiral. A career submariner, his culminating Flag Officer assignments were as Director, Undersea Warfare, responsible for all submarine force warfighting requirements and the budgets to achieve them, and then as Commander, U.S. Submarine Forces, responsible for the submarine force’s vision, policies and operations, and commanding over 25,000 personnel with over $200B in assets under management. From 2019 to 2023 he served as a Corporate Vice President for Customer Affairs for HII (Huntington Ingalls Industries), a global engineering and defense technologies provider, delivering critical capabilities ranging from the most powerful naval ships ever built and comprising 70% of the U.S. Navy, to advanced unmanned, cyber and artificial intelligence systems. He holds a Master’s Degree in Engineering Management and is a qualified Navy nuclear engineer.
